No announcement yet that I can see, but several have told me via email that the Zune 4.7 PC software–which is compatible with Windows Phone and adds several other features–is now available.
The stunning site description reads:
The Zune PC Software allows users to enjoy Zune Marketplace content on their PC as well as load media content to Zune capable devices.
I’ll try to figure out if there any differences between the pre-release version I’ve been using and the final, but the hotel connection is slow so it might need to wait.
Thanks to everyone that wrote in about this.

Thanks Paul.
I don’t know about the beta, but upgrading from v4.2 seems to have brought a small performance gain, and maybe less RAM use. But I can’t be for sure yet, I’ll have to use it a bit more to see.
I also have to get a WP7 device so I can use more of the software and not just the music and video collection/library parts.
