It includes Visual Studio Express to write great software, but more importantly for our purposes, it also includes the Windows Phone Emulator, which allows you to test and debug your application without even having a WP device. I hope MS updates the emulator often as they bring new API’s or open up others to 3rd party devs. I hope we get another update to the tools soon, the faster they move on this the better.
